I do have plans to get Harry away from the Dursleys. But publicity probably isn't going to play a part in it.
Calmer and wiser Harry may be, but he's still got that flashpoint pride. He doesn't want people to pity him; and he went to great lengths to avoid even his friends seeing him in weak moments in the canon timeline. I'm writing him as a little wiser and more willing to use painful means to reach a desired end, but showing any scene like that to the Ministry (which is often as good as publishing it in the Daily Prophet) would still completely balk him - and he'd also remember how blase every adult wizard who ever met the Dursleys before reacted to them. By leaving him in their custody anyway.
